Director General of JSC “PO “Sevmash” Andrey Dyachkov held a meeting with Sevmash employees. At the meeting he first of all explained the defense contracts situation.

 

 

Andrey Dyachkov started his speech with apologies for the fact that it was the first meeting with the shipbuilders in 5 months as Sevmash director: “But I have two reasons for that: because of defense contracts conclusion I had to spend the most of the time in Moscow, and besides, I did not want to excite our people until this issue had been resolved”.

The defense contracts give rise to a great deal of gossips, wild guesses and talks. The explanations came from Director General.

“As you should know, on the 9th of November contracts related to the state defense order including Sevmash contracts were signed in a conference hall of the administrative building. The reason for so long negotiations was as follows: the Ministry of Defense is under restructuring, that determined a totally new approach to pricing, therefore we spent the fist 6 months to reach a mutual understanding with a military department as to how the prices would be set beginning from 2011. In late August we arrived at an understanding and started price formation process, and afterwards we substantiated the prices before the Ministry of Defense. This work came to an end by the 9th of November when the documents were signed. Sevmash contract required this year and the next year was signed by me and Anatoly Serdyukov in the presence of Prime Minister Vladimir Putin.”

Contract awarded to Sevmash is for the construction of ship, project 885 Yasen. Submarin Kazan was keel-laid in August 2009 and is now under construction. JSC “SPMEB “Malakhit” also awarded a contract for designing this submarine on the 9th of November, thus the work will continue and Sevmash will get the drawings in time to perform its own scope of work.

Another contract providing workload for Sevmash was awarded to JSC “United Shipbuilding Corporation” for the construction of a series of five ships of project Yasen. This contract will be executed by Sevmash.  “This is a huge scope of work, - said Andrey Dyachkov. – We were hungry for it so long: it is a good series consisting of 5 ships at least. It’s a common knowledge that serious ships are easier and more profitable to construct than lead ships. We can feel it when building ships of project Borey: the third submarine of this series called Vladimir Monomakh gives rise to much fewer questions than the lead ship Yuri Dolgoruky.

Next year we plan to conclude a contract for Borey series of ships. “In the first quarter of the next year we shall conclude a contract for Borey series construction – remarked Andrey Dyachkov. – This will assure regular workload for several years”.

Mr. Dyachkov also dwelled on what shall be done not to simply execute the state order, but to work effectively: “First, we have already started to restructure purchasing system at Sevmash. Today the cost of materials and equipment amounts up to 70 per cent of the price of some projects. This shall be reduced. Second, Sevmash management structure needs revising. Reduction of staff (except for production workers) is forthcoming and new tasks will be set for each subdivision. These are the plans for 2012.”
